Why would a color camera go to black and white after a bright flash?
Is this expected?

RightwirePerhaps the camera was damaged or there was insufficient light after the blast to work in color.
The dog walker is odd, but I've seen dumber.

That dog walking guy looks like a mirage to me. Not at all part of the whole environment. Right at the start, when he first appeared, it looks like a ghost image just started to form.

cparktd911 service still out in 15 counties. We got notice of the outage via the emergency text network, just like an amber alert, with an alternate phone number to call for emergencies.
41 buildings damaged.
Metro police attributed the looping recording warning going on for one hour before the blast possibly saved lives. They had an hour to evacuate the area. Commercial/business district but a lot of those buildings had apartments in the upper floors.

Guy had another target in mind, maybe much farther away. Somehow the rig got into count down mode. Maybe he was using a Windows OS on a laptop and it did one of those "forced updates" and then "glitched", starting the timer and while he is fiddle fucking around and trying to stop/disarm the ACME bomb, it went full "Wile E. Night vision/low light mode. The cameras at work do the same thing. The lights go out, the cameras switch modes.

gpbst3Can someone explain to me how a guy and a dog can walk through a blast scene 20 seconds after detonation? The RV was playing a message for over an hour and people were just allowed to walk around on the street?
Its possible he was a tenant of a building and evacuated after the blast.

mutedbladeI'm going to say that the dog walker was either Police or that he was a resident in one of the buildings and he got the hell out of there once the blast happened. You can clearly see him navigating around obstacles after the blast, so I don't think it was a ghost image from before the blast.

Balzé HalzéReportedly, a man in a white bathrobe and dark vinyl trooper hat was spotted in the vicinity of the RV hours before the explosion. Witnesses have said that they heard the man yell, "Merry Christmas! Shitter's full!" as he was holding a flexible hose and pumping a foul smelling, liquid substance into a nearby storm drain. An image shown below was captured.
An elderly man who was referred to as Uncle Lewis and was apparently visiting family for Christmas was said to have been outside near the storm drain lighting a stogie at the time of the explosion. It cannot be confirmed if these two incidents were related to the blast.

Just because one wants to wage war against a given group or entity doesn’t necessarily mean they want to wage war on any perceived innocents.
That or it could be a fairly simple way to draw in LE / First responders and blow when they come on scene.

I'm trying to figure out this logic. You think an out of place vehicle with a public address system, playing a recording that it is a bomb and counting down, is going to "draw in" law enforcement (or any other rational person for that matter)?
Seems that most people there were keeping their distance, and I don't think the reason why is a mystery.
Here's what is a mystery to me, motivation and perpetrators aside. Seems we have an awful lot of people who are talking about the upcoming civil war because we have two groups of diabolically opposed citizens. Some of those same people are now "Oh noes! People are blowing stuff up!". We might want to pace ourselves with the rhetoric.

Yup. Light drops below a certain level and the camera automatically switches to a gray scale mode for a less noisy image. My surveillance cameras all do it. Mine also drop their IR cut filter.
Sure took that camera quite a long while to recover from that explosion flash.

Exactly.
If they wanted to "draw in" first responders in order to take them out, the way to do that has already been made clear: Set off a device/set a fire/conduct a mass shooting without warning, then when the first responders respond first, set off additional delayed devices without warning. That tactic has been well-known for decades.
This doesn't fit that scenario. This reads like an attempt to seriously minimize casualties, for reasons that may or may not be explained in the future. "Failing property owner hoping to collect an insurance payout from the destruction of their property but doesn't want the deaths of innocent people on their conscience" could be one example. "Terrorist group who wants to make headlines but not necessarily murder anyone" could be another (although nobody has stepped up to claim it yet). "Crazy guy who thinks blowing up a certain building will save the world, but is just sane enough to recognize murder is bad" could be another. There are numerous other plausible explanations, but at this point, it's all speculation.
