IN Florida over the weekend I visited FGE in Ormond, business was popping and they were quoting over 2 hours to get FDLE verifications back, not from lack of staff, from too many sales going on state wide.... However there are going to be more of these type of problems, government offices closing, getting certifed death certificates, closing documents, plots, anything you need to do a financial transaction will be impacted... | |||

An isolated server issue was responsible for the morning outage from 8 a.m. to 11:30 a.m. The second outage happened between 5 p.m. and 8:40 p.m., due to a backlog of requests. “Despite the downtime, PICS completed 4,342 transactions on March 17, compared to 1,359 transactions on the corresponding Tuesday in March 2019. Transactions include background checks for purchases, transfers, evidence returns and license to carry applications. “The Pennsylvania State Police is working with its vendor to increase processing power to avoid future backlogs and will adjust staffing as needed to meet demand. Rumors circulating on social media that PICS has been shutdown as part of the commonwealth’s response to the COVID-19 epidemic are false. PICS is, and will remain, operational. “We regret any inconvenience yesterday’s downtime caused to licensed firearm dealers and their customers.” Background The Pennsylvania Instant Check System (PICS) is used by county sheriffs, chiefs of police of cities of the first class, and licensed firearms dealers in Pennsylvania to determine an individual’s legal ability to acquire a license to carry firearms or obtain a firearm through a purchase or transfer. When I moved from New Jersey to Florida 20 years ago this is exactly what happened to me. I had to call the Florida Highway Patrol to make sure I would not get in trouble. The person told me we live in a free state and did not have to register our firearms. Than I found out about having a Concealed Carry permit and was almost in shock. Then they told me about the process on how to purchase a firearm compared to New Jersey. Once again I was told I had moved to a free state. The Second Amendment to the United States Constitution. A well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed. As of this afternoon Erie County permit office is closed at least through the end of the month. They have opened up amendments by mail so people can have their guns added to their permit by mail. I'm an FFL and got an email yesterday from the NSSF, Monday's NIC's checks was an increase of 300% from the same time period 2019. NICS may experience delays as they can't keep up and delayed transactions will probably not be completed in three days as normal. | |||

In the old days...late 70's, you had to get permission from the Fairfax County Police to buy a pistol. You submitted a request with the make and model. At the time, Herman Sporting Goods carried a lot of Smith Wesson's that were hard to find at other places. So when the M629 was announced, I put in an order which took about a year to get. The police request came back that they didn't think I needed it. Since I owned land in Loudoun County, I had them ship the gun to a gun shop in Loudoun County and picked it up there. 41 | |||

But after customers lined up around gun stores in several counties Tuesday — including outside the Bullseye Bishop in San Jose — San Jose Mayor Sam Liccardo declared that “gun stores are non-essential.” “We are having panic buying right now for food,” Liccardo said Wednesday. “The one thing we cannot have is panic buying of guns.” Law enforcement officials confirmed Wednesday that they shut down the Bullseye Bishop with little fanfare, in one of the first enforcement actions taken in San Jose on the initial day of the shelter-in-place order. “We went out there and closed it,” San Jose police Chief Eddie Garcia said, adding that the owner was cooperative. Two people who picked up the phone at Bullseye Bishop declined to answer questions from a reporter, repeating that the store is “closed to the public for the next three weeks.” Outside the shop, San Jose painting contractor Joshua Wolfe, 37, who was buying ammo, said he believed the gun store had every right to remain open. “Essential? It’s our right to arm ourselves,” Wolfe said. “Toilet paper is essential, right? People are going nuts for that, right?” Everyone is “on edge,” he said, “because people don’t know the truth of this whole situation. If they’re short on supplies, they’ll come after people who are prepared.” J.V. Sumabat, 31, of San Jose said he was worried about the same thing. “I’ve seen people fighting over toilet paper. I’m worried what they will do out of desperation,” he said. “When people start looting stores and they don’t have access to food, they could come into the homes of those they feel are vulnerable. I’d rather be prepared.” Garcia said the owner of the store had told officers the business remained open because, under regulations from the California Department of Justice, they are limited in how long they can hold firearms that had already been purchased, and the buyers had to pick them up. “We told them to go to DOJ and seek a waiver,” Garcia said. “There was no malicious intent. Law-enforcement agencies throughout the Bay Area have said they will lean toward giving warnings and education people about the sheltering order and that issuing misdemeanor citations — the maximum legal heft to punish violations — will be used as a last resort.
