Real Clear Investigations: The order beneath the chaos in San Francisco

Real Clear Investigations has a good story today about the Tenderloin district in San Francisco and why it is such a chaotic mess. While tourists visiting the city might see sidewalks full of homeless people, drug dealers on every corner and shoplifting, all of this is in fact a fairly well-organized black market.

Crowded onto its street corners and inside the tents congesting the sidewalk, countless petty criminals play their roles in a structured and symbiotic criminal enterprise.

Its denizens fall into four main groups: the boosters, typically homeless and addicted, who steal from local stores;
the street fences who buy the stolen merchandise;
the dealers who sell them drugs for the money they make from the fences; and,
at the top of the stack, the drug cartel that supplies the dealers and the wholesale fences that resell the goods acquired by street fences

RCI reports the drug dealers are often young men, frequently of Honduran descent (They are called “Hondos” on the street). They are smuggled into the country and forced to work off their debt to the cartel. But that debt is usually paid off in a matter of weeks. The men continue dealing because they can make $1,000 a day doing it.

Then there are the homeless people who serve as “boosters.” There job is to steal enough retail merchandise to feed their daily habit

Boosting is “basically a job” for addicts, said Lieutenant Kevin Domby of the California Highway Patrol. To fuel their addiction, boosters need to bring in up to $60 daily. Since they usually get a dollar or two per item, no matter the value of whatever they’re stealing, they have to steal as many as 60 items a day…

Like drug use and drug dealing, shoplifting has been effectively decriminalized in San Francisco, and some chains have reduced their presence in the city. California’s Proposition 47, passed in 2014, reduced shoplifting of less than $950 in goods from felonies to misdemeanors. On top of that reduction in severity, Boudin scaled back prosecution of these crimes.

The homeless boosters take the stolen goods to a fence.

The fences at the wholesale level amass $100,000 to $200,000 worth of merchandise each day, which they sell to a “diverter.” The diverter repackages the stolen goods in counterfeit packaging and sells the products online. Nationally, just five diverters dominate the trade in stolen merchandise from the national drug store chains. Those five companies sell more than $20 million in product a year.

Wholesale fences also sell their goods to fences overseas. Consumer electronics are often shipped to Vietnam or China to be sold in black markets there. Luxury accessories are sent to Russia.

Yeah, he's a democrat. His district includes the city where I grew up, Mount Vernon, NY (bedroom community for NYC). I left there 68 years ago, haven't been back since except for very brief visits.

a 24-year-old woman named Jade Kala Johnson was arrested for suspected drug dealing charges as well as a gun crime

An assistant for Baltimore City Council President Nick Mosby was arrested on gun and marijuana distribution charges in Baltimore County earlier this month

Jade Kala Johnson, 24, has been charged with having a loaded handgun in a vehicle, possession of marijuana with intent to distribute and possession of a firearm while distributing drugs, among several other offenses.

She was released from jail Friday after being held without bond since her arrest June 6. She is being represented by the prominent Baltimore defense attorney Warren Brown.

Johnson allegedly had five ounces of marijuana packaged up for sale to individual buyers in her vehicle and the police could smell it when they pulled her over for a traffic violation and searched the car. There was also a digital scale, indicative of drug distribution. In a pleasant twist, Johnson apparently is the registered, legal owner of the 9mm handgun that was found in the center console of her vehicle.

But she did not have a permit to carry the firearm in a concealed fashion like that. Also, she had two 16-round magazines with her, one in the handgun and the other in the console. Those extended-round magazines are illegal in Maryland.

As it turns out, however, Johnson had a passenger in her car. Bernard Beasley Jr. was in the car with her and she was allegedly just “giving him a ride” and it was his marijuana. He’s facing all the same charges as Johnson, so that’s her explanation of how she came to be pulled over with drugs in the vehicle.

Ms. Johnson is reportedly a college graduate who has no previous criminal convictions. As such, neither the judge nor the prosecutor had any objections to releasing her on her own recognizance. And yet she somehow remained sitting in jail for well over a week before her case was processed.

The next twist in the story comes with Johnson’s employment status. When filling out a form ahead of her court appearance, she listed her employer as the Baltimore City Council. She said she had been working there for ten months and earned a salary of $50,000. But the Baltimore Sun could find no listing under that name for any employee in the public salary databases.

does she really work for Nick Mosby or not? He’s not denying it yet (in fact he’s not even commenting), but if she really does work for him, how is her employment status not in the public records? Is she working “off the books” in some fashion?

Fortunately for Johnson, Nick Mosby’s wife has decriminalized or simply refused to prosecute a number of crimes, including many drug offenses. But that does not apply to the city and state gun laws. That’s a fairly serious charge even for a first offense. Will the city wind up simply letting Johnson walk with time served and perhaps a bit of probation or public service? Particularly given her close connections to the highest levels of Baltimore’s government, surely people would erupt with cries of favoritism. But don’t be surprised if it happens. Given her first-time offender status, a sympathetic judge and prosecutor could easily make that happen.

Brown said he was confident the charges will be resolved without jail time and said it was not "a big deal."

"In terms of doing a story on the criminal justice system, oh my God, you know, she is a minnow in a sea of whales," Brown said.

As long as this behavior is allowed, it will continue. Lastly, it’s still who you know, damn sure helps!
