I've seen various descriptions of the second person detained and subsequently released, as both a photo journalist and a news producer, but whatever position or title he held, in the few unclear pictures I have seen, I found it curious the way he was dressed, and it appears that he doesn't have any clear PRESS markings, such as when undercover investigative journalists do a story.
Also, and I have no idea whether this is a requirement for a security guard on duty, but the shooter doesn't appear to be wearing a uniform with any insignia or markings that would indicate that he was acting in that capacity.

On Saturday, October 10, 2020 at about 9:30p.m., a gathering formed in Alberta Park, 1905 Northeast Killingsworth Street. The participants moved on sidewalks to North Precinct, 449 Northeast Emerson Street. When the group arrived, they were numbered at an estimated 75 people. Virtually all of them wore armor, helmets, masks, and/or carried shields and umbrellas.
North Precinct, an active community policing center operating 24 hours a day, 7 days a week, is a critical part of city infrastructure. It has been targeted numerous times over the past 130-plus nights by violent protests, including some that devolved into riots, arson fires, and violent attacks on officers. On numerous occasions, officers have attempted to deescalate by staying far back, and not intervening when streets were blocked by crowds. That strategy has not been successful in preventing violence from individuals in the crowd who are intent on forcing officers to respond.
The Portland Police Bureau (PPB) had information that the gathering was a planned “direct action” event. The crowd’s posture, including their armored attire, strongly suggested that this was planned to be another such event. PPB was also concerned about the safety of the protesters, who were clad in black and difficult to see, on a major thoroughfare that was open to vehicular traffic. Due to these concerns, and the fact there were resources in place to make arrests, action was taken earlier in this event than ones before.
The Youtube video is 3 + hours long so I didn't watch it all, but it is clear that it was recorded by one of the Leftist sympathizers.
I suppose I shouldn't be surprised, but after he records the shooting from a distance, and is later asked by one of the police officers if he will cooperate with the investigation and he declines, he is then instructed to move back across the street away from the crime scene and gets belligerent with the cops.
@ the 2 hour 32 minute mark he moves down the long line of police guarding the perimeter, gets mouthy with them, obviously trying to provoke them, and he intentionally records either their name and/ or badge number...and I'd guess to either try to get the officers busted on an infraction or, more likely, to post their pictures, names, and badge numbers online to encourage harassment or stalking of them.
Through the entire video he keeps up a running commentary on where police are located, including where S.W.A.T. is, almost as if he is performing some sort of advanced recon while hiding behind the veil of "press".

Someone analyzed the photos. Looks like two people were in a confrontation close to where Keltner was standing. Someone says to the Freedom Rally guy "I will drop you". Keltner steps up. Keltner had a pistol under his vest. Doloff tried to grab it. Keltner slapped him away. Doloff drew his firearm and Keltner used the spray right before being murdered.
