Ground water is pumped out for human uses, and pretty much all of it ends up running off into the oceans. Thus raising sea levels and reducing the salinity of sea water.
But really I do wonder how one determines a highly accurate "Sea Level". Land moves up and down. Sand moves onto or off of beaches. Tides vary. Wave heights vary, including small waves.
