DonutOperator wasn't there in person.
Cody Garrett aka "Donut Operator" is the guy with the mustache who's doing the exposition and who published this video. He's a former Spartanburg PD (South Carolina) cop.
Rich Hy aka "Angry Cops" is the officer who's seen in the bodycam footage stepping in at ~7:40 and putting the drunk judge in his place (and in cuffs). He's a current Buffallo PD cop and also a Drill Sergeant for the New York National Guard... in case you couldn't tell from his style of delivery and use of knife hands on the bodycam footage.
They both have popular Youtube Channels under their respective nicknames. DonutOperator primarily does commentary on police videos and plays video games. AngryCops primarily makes comedy videos about police/military topics and does police/military current affairs commentary.
