Apparently they figured free sparkling water was good use of tax payer money.

although for Parisians, it's relatively normal- they ask for "carafe d'eau" which is a pitcher of tap water for the table. Not so common at a fancier restaurant, but at a cafe, brasserie or most normal restaurants, it's perfectly acceptable.

I guess the Germans are a bit more finicky in the restaurants. I haven't spent much time in France.
