Not nailed until you show how it works.

I wrote a description of how it works in my first post, which was dead on. That's gotta count for something since I'd never seen one before you posted a picture of yours.

It's too big to be part of a sewing machine or a window latch. Plus, the hook is the wrong shape to be a window latch.

The diagram and words: anchor, mast, and tie where big clues. I've sailed a variety of sailboats and it doesn't look like anything I've ever seen on a sailboat. It doesn't appear to be aluminum, bronze, or stainless steel, so wrong material for a boat. What else has an anchor and mast? I guessed a TV antenna mast because it seemed like something a residential house could/would have. I got the TV part wrong.

The other clue was lack of sheaves. A sheave is the wheel part of a pulley meant to reduce friction. A lack of them means friction is a feature of the thing in your picture.

Putting all that together and is how I came up with my description I posted earlier.

I found the picture I posted yesterday and using the description from the ebay ad found "Guys MX-383/GRA-4, MX-381/GRA-4, and MX382/GRA-4 are all similar, the only differences being in the color code (red, white, and blue, respectively) and the length (50 feet, 40 feet, and 31 feet, respectively). They are made of 3/16-inch, three-strand twist rope. One end is provided with a length-adjustment Fastener FT-9; a snap hook and strain insulator are attached to the other end." TM No 11-2651, pg 12

You can read about using a Fastener FT-9 on pages 26 and 27 of the manual linked above.
