Horseshit. If that were the case, they'd put a marked unit with the blues on at the entry point to the construction zone, and another one half way through the construction zone. Bust anyone who doesn't get the message. If you are wearing disguises and hiding the cars, you are revenuers, not public safety guardians.
Completely agree Artie.
I don’t disagree and predict it will not end well in court. I saw something similar in different state, judge said it was entrapment and dismissed all the tickets.
Yes, it’s a revenue generating scheme. But it’s not entrapment. And no judge would ever call this entrapment. Entrapment requires the Officer to induce a person to commit a crime that they would otherwise not commit.
An entrapment scenario would be a Trooper posing as a hitch hiker. Getting picked up. Then telling the driver to speed up and drive faster. “Everyone does 85 through here! You won’t get pulled over man! Hey, my brothers a cop and I’ll handle it if you get stopped!”
Then when the marked car stops you, your undercover passenger gets out of your car and starts hitching again while his partner writes your ticket.
Yeah. That zero possibility scenario would be entrapment. Sorry for the long and silly post and the incorrect use of the word Entrapment is common. However, “the judge said” part drove me to madness.

Lol
Man, I'll bet they love you, lol. A few years ago I drove through Ohio on my way to D.C. I was shocked at the number of troopers on the Interstate as soon as I crossed the Indiana border into Ohio It seemed as though there was one every mile or so.

Ordinarily you could just look for the construction "worker" not doing any work and pick him out as an undercover. But based on what I've seen working on the highways in Illinois I don't think it would be nearly as obvious

h2oysNot to mention all the "fake work zones" that are set up in many states. On our return trip from VA to MO, there were several.
Just one example was in WV. There was a 4.8 mile long section of barrels dropping I-64 down from 2 lanes to 1 lane. There was zero construction on either the west or east bound side, no workers, no construction debris, or any sign of construction at all.

a1abdj^^^^^ I have seen a lot of that in Illinois. Can't recall ever seeing much of it here in Missouri.

21bubbaSo how does it matter what the cop looks like? You were breaking the law. Take your ticket and stop your whining.
I bet the guys in the construction zone don't care one bit about why or how you slow down.

Read some of the posts in this thread.
Think everybody is nearly in agreement that parking a marked car at the entrance would slow more cars down then letting them speed through the construction zone and calling ahead to have the car stopped after it has sped through the construction zone.

MikeinNCI was a cop, and I agree with Artie, marked cars.....or it’s just revenue generation.
If I wanted to run radar and slow some people down I could sit on the side of the road ina marked car and write tickets all day. Most people are not paying attention to the road and wouldn’t see the car until it shows up with flashing lights.

maxwayneThey did something similar several years ago. They had troopers in disguise, sitting on tractors with radar guns.

So you need to be warned not to break the law?

So you need to be warned not to break the law?
Let’s try multiple choice.
Which will statistically slow more cars down going through a construction zone?
A: Park a marked Police car at the entrance to a construction zone.
B: Catch them on radar and pull them over after they have sped through a construction zone.

“So how does it matter what the cop looks like?”
If a cop is dressed like a cop and in a cop car at the entrance to a construction zone statistically more cars will slow down than if he was dressed as a construction worker in a construction truck.
“So you need to be warned not to break the law?”
No I don’t speed through construction zones.
Now your turn.
A or B ?

That’s an asinine statement. The fact is many drivers do not slow for road construction so the question is how do you make them comply. If the goal of public safety, the department of transportation, and the contractor is to slow people down set up a detail with a marked cruiser and lights flashing. A trap with officers to hand out tickets AFTER the driver speeds through the site is simply revenue collection because nothing had been done to slow the drivers.

kramdenAnything done by the "state" of Illinois has money at the root of it. One of the "Big 3 "states to stay out of , get out of or avoid. N.Y. and of course Cal. are the other 2.

gearhoundsThe really CRAZY thing is that if you aren’t hauling ass through a construction zone, the police won’t give you a second look. I have no sympathy for anyone getting a speeding ticket in one. If I somehow did, I wouldn’t be whining about it.

mrapteam666Put a marked unit with flashing lights at the at or near the entrance to the construction zone.
Have a chase car there with them to handle individuals that forgo the recommendation of driving at the marked speed limit.
I always used a marked unit with lots of lights. I am not the unmarked or slick top type of person.
I like my cars to be fully marked up and with lots of flashing things. I had all that and still almost got hit half a dozen times outside of the vehicle and twice in the vehicle.
Another view point is that these are the kinds of stunts that ties Officers up in courts forever. One speeding ticket like this could turn into appeal after appeal after appeal and you have to make umpteen court appearances.

mutedblade21bubba, there is simply no reason to handle the situation as written in the OP's story. Revenuers of all colors should be done away with. As has been stated multiple times by this membership (including POLICE OFFICERS), the most effective way to get folks to slow down is by posting a MARKED car with the lights on.
Let's use our critical thinking skills for a little bit here:
10 hour day in the work zone
2 revenuers dressed as construction workers for those 10 hours.
How many people per hour will those 2 officers be able to catch speeding? I'll be generous and say that it would take at minimum a 10 minute contact per citation. That gives the opportunity to have 12 tickets per hour between the 2 officers.
$375 x 12 tickets per hour = $4500 x 10 hour shift = $45,000
Total impacted drivers 120 drivers over the course of that 10 hour shift.
Now:
If there were marked cars set up before the work zone, the total impacted drivers is? ALL OF THEM! They have all seen the cops and 99% will slow down, thus having the greater impact on work zone safety.
