| It's the new way. I remember reading a long article a while ago talking about how congress no longer writes the laws, but K street does. I think it was on the last refuge or redstate, can't remember which. Anyway, the point is, that the lobbyists give their money to congress and wait for them to have the power. K street then delivers the bills and it goes through the process. There was a big discussion about how no bills were being presented after Trump won because no one expected him to win and they had a bunch of bills lined up expecting Hillary to be in charge with a full-on D House and Senate.
