Good friends son graduated from a four year school to make him an officer on merchant ships, what to get him as a gift?

Keep it simple so maybe a nice graduation card and a 100 dollar gift card. With a gift card he can buy whatever he wants so you don't run the risk of buying something he doesn't need or want. Another suggestion is ask his parents what he might like or could use.

Get him really powerful (1K lumen) waterproof flashlight.

In today's seafaring, a good light is far more useful than a knife, since most stuff on ships is either metal or too thick to effectively cut with a knife in a hurry.

This. Some places in ships have little to no light. A small, powerful flashlight to keep on his person would serve him well.
