Mine was expired by less than 5 years and I read it could be done online so I did and received it in about a week without even paying for expedited service.

I had to apply for a new passport. I did it in person at the local PO. I chose not to expedite it, and it arrived in about 3 weeks.

It's a UK.gov fee, not an airline fee.
