Sounds like an essay assignment to me. I'd have them design three reasonably solid plans with a timeline, resource requirements, budget, and funding source options. Even if they didn't do that, at least they'd understand what's required should they come up with something they want o do later.

It's a very good idea; but it will only work out in a sane, normal world.
