What is digging these holes in my yard?

DeqlynWhat is digging these holes in my yard?
They are an inch or less wide. and maybe an inch and half deep. I'm guessing bird. I am hoping a bird. I have seen squirrels, ground squirrels/chipmunks.

That's what I was going to suggest. I've had them digging in places I'd never expect them to be digging.
