Why have laws you're not going to enforce? The city government makes the local laws, they have the authority to go ahead and repeal them, if they're pointless.

Haven't been to Philadelphia in 38 years, but I've been staying current with the local scene by watching "This Happened Today on Kensington Avenue" on Youtube. Looks like a real liberal paradise.
