Late last fall the City unexpectedly (a few months before an election that my Alderman was running in and who planted a yard sign in my yard may explain the timing) planted (4) White Oak trees ( approximately 2" trunks) on my parkways.
They had a private landscaper plant the trees, they did a nice job and added a few inches of mulch on top.
This spring has been relatively dry and I worry that the new trees might need a good drink.

What would the proper amount of watering be for this type of tree?

Since the City of Chicago can no longer protect us from criminals I appreciate the alderman planting hard cover around my corner house. I only wish they had planted them 25years ago.

When I planted my scarlet oak trees 20+ years ago I gave them around 2-3 gallons each 2 times a week in the drier months. They turned out well. Keep an eye on leaf tips in real hot weather they may need a little more.

Overwatering is just as bad. You must live in an upscale part of Chicago. That never happened when I lived there. Contact either the County Agent or a local nursery. Trees need extra care during the first two years. Fertilizer is important as well.
