My employer tried this. After a few days they sat on top of it. It did make an annoying noise.
They were too cheap to put netting up. Every few days the plant people would fire hose the work space that was covered with crap.
I urged them to call the Health Department but they were too scared.

YellowJacketIt has worked for me for certain time periods (keeping woodpeckers from pecking holes in my beautiful fluted doric columns.) You can move it around a bit from time to time to extend the effectiveness. But it does not work forever.

4MUL8RAs CDs are of no audio value, I hung these as shiny reflective objects in my backyard. I can't recall if they worked. I also laid the CDs on the deck furniture covers and table, in hopes they would scare away the birds that poked holes in the covers.
