They're setting up their Crude Unit to process Permian Basin and Delaware basin crude oil.
I was going to check out the logistics for Brownsville, but EIA's map is down. I'm thinking crude oil pipeline from West Texas, and refined product barge/tanker to Florida and Eastern seabord. That is my recollection of Corpus Christi's refinery, and Brownsville should be similar.

ridewvNice to finally see a refinery being built rather than shut down. The only negative I see constructing it with the intent to export our energy which will increase the cost to us.

sourdough44Next nuclear. I just looked it up, the Carrier G Bush is powered by 2 nuclear reactors. If we can do this for a ship that could potentially be in combat, why not for a power plant?

Not crying in my Cheerios and I don’t think I’m a weirdo, but I wish I had the kind of state government that encouraged new refinery construction instead of the halfwits that have driven close to 20% of our refining capacity out of the state. Not to mention hundreds of other businesses. Sigh…

It's a logistics issue:
The ideal place for a refinery is in Georgia as there are zero between Florida and Delaware. However, there are no oilfields nearby.
Between Florida and Maine there is a shortage of refineries so they're net importers of refined product (gasoline, diesel, jet, etc). There are some refineries in mid-Atlantic but not enough for the region. Last I heard, the two main pipelines that bring refined product from the Gulf Coast to New jersey/New York are capacity constrained so this region also imports gasoline via barge/tanker. Some barges/tankers comes from Texas (e.g. Corpus Christi) and some comes from Europe. They are very susceptible to natural and manmade disasters between Texas and Delaware, and the European volume is susceptible to other world open market bidders bidding up the price.
The Delaware and Permian Basins are growing, and they need crude oil outlets. They're landlocked so that means pipelines. Brownsville is ~100 miles further than Corpus Christi, but much closer than Houston.
Where I believe this Brownsville Refinery will come to play is being a crude oil outlet for Delaware and Permian Basin and simultaneously being refined product barge/tanker source for the states in between Florida and Maine.
