For the third year in a row, Baltimore, Md., has had more than 300 murders, reaching a new record of murders per number of residents in 2017.

Some residents attribute the high murder rate to relaxed police patrols in the city following high-profile cases of police brutality. Officers have backed off in neighborhoods, like the one where Freddie Gray was arrested.

The Rev. Kinji Scott, a pastor in Baltimore who's held positions in local city government, says the opposite needs to happen.

"We wanted the police there," Scott says. "We wanted them engaged in the community. We didn't want them beating the hell out of us, we didn't want that."

He's among activists who are calling for police reform to reduce the violence in Baltimore and several other high-crime cities across the U.S. that he says haven't seen change. That change begins with a conversation between the communities directly involved, Scott says.

"We need the front line police officers and we need the heart of the black community to step to the forefront of this discussion," he says. "And that's when we're going to see a decrease in crime."

You can't have freedom without law and order. That might sound contradictory to some, so let me explain. When people are afraid to go about their business for fear of being mugged or murdered, when a mother puts her kid to bed in the bathtub because it offers protection from gunfire - do you think that is freedom?

Wasn't the last time I heard of police officers attempting outreach in the community by befriending students in schools. And weren't the cops kicked out due to the complaints illegal immigrant kids/parents.

Seems they want to be able to complain about the problem, rather than attempt to fix the problem.

just let the beat cop do their job they know who has a gun or is a drug dealer stop and frisk cleaned up ny city

they CHOOSE to live this way and its not our decision - they are living with the decisions they voted for and they're entitled to reap the benefits - good and bad

Sorry, given the failure of the clergy to infuse morality into the culture, what you want is a conflicting directive. Police cannot be engaged in an immoral culture without inflict consequences. Now that the PC crowd is in power and has shown a will to persecute law enforcement, you are on your own. Better arm up.
