Agreed. Dogs kill critters. I doubt the owner even thought about rabies until after the dog passed away.
Wait, what? Rabies vaccination are
required in Texas, which is where the OP's son is. I know it's quite popular these days to ignore laws that one doesn't feel like following, (examples galore), but come on guys.

The whole thing was irresponsible, and illegal, once the dog hit 4 months of age and didn't get a simple vaccination.
I'm not a lawyer, but it seems like the jerk who owned the dog owes some people some money. Heck the health dpt is even involved tracking people down, so the documentation is there.
The way I see it, the only way the dog owner would not be responsible is if the dog got the vaccine within the last 2 years, but somehow it didn't "take." Unable to know if that's possible, but I recall my vet (my dog's vet actually) saying this can occur if the dog is sick when receiving the vaccine.
