Frankly, at this point, I wouldn't put a single thing past the federal government these days. Hopefully, it's nothing more than a false rumor but the government doesn't really seem overly concerned with legalities these days.

"Our scene/mission". "Our aid". "Our protocols". Etc.

One person/group decides, and another person/group complies.
