No. The speed if light is always the same within whatever reference frame you measure it in. If the train were going 3/4 the speed of light from *my* perspective, if you were *on* the train, and measured the speed of light from *your* perspective, it would still be 186,000 miles per second.
Resolving this paradox is what led Einstein to develop the theory of Special Relativity. Because the speed of light must *appear* the same regardless of our frames of reference, time and space must distort to make it so.
