In a gross oversimplification, Brazil has two kinds of police: the “Civil Police”, and the “Military Police”. The former does investigative work, the latter is responsible for boots-on-the-ground policing work.
The Military Police is organized in a military fashion (ranks, discipline etc), but they are *not* part of the country’s armed forces.
So the answer to your question is: yes, that’s technically a military area, but no, it’s not an army base.
