Had the bed off a Daughters truck to replace the fuel pump and noticed this attached to to where the trailer hitch attaches to the frame of the truck. Mounted in rubber at the ends like a damper but it requires very little effort to twist I can't imagine it doing much of anything. There is a rigid cross member right beside it. The hitch is rigid and heavy 1/4 inch thick tubing.

No, that's separate and much smaller.
You see that on the right side running at an angle to the frame.

It's called a mass damper.
My CR-V has one too.
Stops harmonic vibration.

OK with a name I asked GTP.

Said it made the truck quieter and dampens vibrations... automatically adjusted by an electric motor.

Aint no electric anything about it but I guess we have the answer

Also serves as a housing for the flux capacitor, if your trim level came with that option.
