Correction. Apparently, this is a two-fer. Both the support ribbon, and the "District of Columbia Emergency Service Ribbon" - but only if you are in the DC National Guard.

If they really want to respect these units service, they should all be awarded a unique Fourragère to wear going forward. So you can tell from a distance they pacified DC, slept on floors, carried unloaded assault weapons, ate raw chicken and metal shavings, and were honored (from a safe distance) by Ds.
Maybe instead of a shoulder cord, it could be a clockwork orange codpiece? - just for the dress uniform though.

Nobody cares if you don’t wear an authorized ribbon. Especially one as goofy as that. The military has been bad about watering down the requirements for awards but this is a whole new level of stupid.

You can decline to wear individual ribbons but in the USN you have to wear your top three as a single banner at a minimum. You cannot choose to wear NONE.
