Did biden bring it to historic low level: True. As you can see, Bush Jr set a new standard for fill level (i.e. consistent with all of the national security concerns he was battling), Odumbo maintained it, Trump 45 maintained it, and Biden drained it.

Can it be refilled: Lie. As you can see Trump 47 started to refill it, but way too slow. We had $62 oil much of 2025 and that was when to refill it. In general, the SPR has a huge design flaw in that the four sites combined can only be refilled at 800,000 barrels per day (i.e. big contrast with its ability to drawn down at 4.4 million barrels per day). The reason it's a design flaw is that you want to unload a supertanker in 24 to 36 hours so with a Aframax being about ~800,000 barrels, Suezmax being ~1 million barrels, and VLCC being ~2 million the combined total really should be between 3.2 and 8 million barrels per day.

Do SPR sites have maintenance backlogs: True. To be fair, even private industry oil facilities have maintenance backlogs. Crude oil is corrosive stuff and it'll eat holes in anything steel (e.g. facility piping) if it sits idle. The real question is whether the combined list effects performance and safety.

Was one SPR site completely destroyed by the biden Admin? Lie. All 4 sites are currently storing inventory, and all 4 sites can currently receive crude oil or draw down crude oil. In other words, they're currently fulfilling their purpose.

Washington Examiner has a pretty fair and balanced article on the GAO report of the SPR's issues. It also highlights the ongoing maintenance projects and the associated cost overruns and schedule delays.
