It has a rear sight, forward of the rail. Designed for snap shooting, I believe Tikka markets those in their Battue line.

There are a number of modern bolt rifles with rear sights mounted on the barrel forward of the receiver. Mounting a rear sight on the receiver of a traditional style hunting rifle would interfere with scope mounting.
Even beyond that consideration, there was a time that nearly all bolt rifles had rear sights mounted forward of the receiver. Look at the M1903, SMLE, Mosin-Nagant, Mauser 98, etc. You can even look at more modern semiauto rifles like the AK or SKS.
Peep/ghost ring rear sights need to be mounted close to the shooter's eye to be most effective, so that necessitates mounting on the rear of the receiver in most cases. But notch rear sights can still be used easily when mounted further forward.
