Technically, one should still cite a source when speaking a quote, no differently than written. But, with every other fault this vile shrew has, I think it's a little petty to call this out.

Actually, Reagan wasn't the originator of that phrase, either. "The phrase 'shining city on a hill' originated from John Winthrop’s 1630 sermon and was later adapted by Ronald Reagan to describe America."

Sofia Patel proudly announced her plan, advertising that she has 10 spots left with free accommodation for any rabid British TDS sufferers who want to stick their nose into the US election.
