I think there are definitely some, maybe even a majority, that fall into that category.
But, I do think there are quite a few who legitimately believed that these people were only being held because of some decree from Trump. If all you did was listen to CNN or any mainstream media you would think that as well. The reporting today is criminally negligent. The ICE official should have mimeographed some handouts on Federal Immigration Code for the swamp dwellers to look at and color. Cartoon style handouts, probably.

I don't what is more frightening - the fact that such a large portion of our nationally elected leaders are complete morons - of the fact that they represent such a large percentage of our population.

I lived in Hawaii when Mazie was campaigning for Senator; I supported Linda Lingle and even got to know her pretty well (it's a very small state). Linda may be a RINO, but she's not dumb; and she was well known from her two terms as governor. That Hawaii elected Mazie instead makes Hawaii, electorally speaking, one of the stupidest states in the country.

Here I would have thought that a lawmaker would perhaps understand such distinctions as civil and criminal.
Given that she's been in political office at the state or federal level--including a stint as Lt. Gov., apparently--for 37 years, one would imagine that such distinctions would have sunk in by now. Indeed, she even has a JD and was a practicing lawyer.
