Tillamook has become my go to, 2nd to HEB brand & then Blue Bell.
I've been to both the Tillamook creamery in Oregon (~1.5 hrs west of Portland) and the Blue Bell creamery in Brenham. Both are excellent, and on the rare event I bring ice cream in the house it'll be Blue Bell.
Probably had HEB, but frankly don't remember.
Have lived in/around Houston my entire life & have never made it to the BB creamery.

You need to rectify that.
Tours Mon-Fri (Saturdays during June, July, and Aug) and they end in the ice cream parlor.
My kids have been a few times & even my CA transplant wife has been more times than I have.

While living in L.A. county , or close to it ,
We found numerous Thrifty Ice Cream flavors to be much better than average.
We purchased them on a regular basis.
Sadly, Rite-Aid just shut its doors [according to a local radio report], and all Thrifty's [that I know of] were in the RA stores.
My wife was quite distraught at the news.

I've seen Thrifty ice cream sold at our local Winco.

shoevbI have never had the chance to try it, I'm not a member of Costco. I have tried Tillamook and Bluebell but I'm partial to Haagen Dazs.
