I saw that yesterday over on one of the 4Runner forums ( link).
I'm not sure yet what i think of it. At first pass, it's "holy smokes, that's cool!" Having seen a TrailHunter version of the new Tacoma this morning, my thought turns to, "well, Surf is WAY better looking than that thing!"
I'm not optimistic Toyota will make a production version. If they do, I figure it'd be a four-door thing. Frankly, I'd love the old-school removable roof on that beast.

The way I understand it, a truck can't have a wheelbase shorter than "X", per whatever silly regulations govern that sort of thing. That said, if this otherwise meets criteria of a truck, it may be disqualified from production because of the short wheelbase.
I am not sure of this stuff; just repeating things I was told by people who I felt knew more than I. The Jeep Gladiator is an example of the phenomenon. It sure would be nice if they made that thing a little shorter, but they couldn't.

It's government run amok, Cafe Standards with an insane formula involving a vehicle's shadow or footprint or some such mumbo jumbo. I watched an overly-long vid some time back about it that I wouldn't burden anyone with by trying to dig it up. Bottom line, short wheelbase trucks aren't happening.

Perhaps this Surf concept is destined to remain only a concept then. That is assuming it would be classified as a truck, and fall victim to the wheelbase requirements of trucks.

Does Tacoma come as a regular cab with 6' bed and manual transmission? The closest I saw when I looked over a year ago was an Access Cab TRD Sport which is pretty close other than it has street wheels with low profile tires and the fake hood scoop.
