Cops should be allowed to simply slap these people until they shut up.

I'm normally real big on the 4th and 5th Amendments, but these people just need a beat down, because you can't fix stupid, but you can make it painful. Cluttering up the courts and jails with these morons just costs the honest actual citizen money.
