Construction is temporary, maintenance is permanent.
But still, it's a cost/benefit analysis and should be put out to bid.

Around here, as often as possible, they require the developer to install all improvements including roads and utilities to City standards and inspect during and post construction to insure the improvements meet standard before accepting them and assuming responsibility for maintenance.

up here in NY the state pays the county if the county plows any snow off the state road on the way to a county road, and the county does the same for the towns.

like everything else. it is a money maker. collect taxes and do very little work. spend $ elsewhere. it is the norm just about everywhere.

Gasoline tax collected to maintain roads but in the city the potholes and general lack of repair give you the driving experience of rural Central America. Where the gasoline tax revenue goes is into a black hole to be used on useless left-wing projects.
