You cinch it tighter from underneath. But you will need a basin wrench(secret plumber tool) to get behind the bowl and tighten the nut from underneath. My dad has one that’s a bazillion years old but sometimes it’s the only tool that will work.

Since it's difficult to move, and low water or no water, as others said, cartridge, Moen will replace them for free, they may want you to provide receipt.

Update: Success!
It was indeed the cartridge.
All I needed was my hands and the two tools shown below:
Those Knipex 81 11 250 "Pipe and Connector Pliers with Soft Jaws" were just what the handyman ordered
I saw somebody mention those somewhere here on SF, thought "How many times could I have used those?", knew the need would arise again, and bought a pair.
Those pliers are spendy, but there was no way I was getting that thing apart with my bare hands. Then again: My smaller strap wrench probably would've worked, too.

I figured as much that it needed to be tighten from underneath but dang if I could contort myself into position. My dad had one of those too. Not that I knew how to use it.
I fixed it permanently by selling the house at a loss in Dec 2019. If I had waited a year, I would have broke even. But, oh well.
