This particular case is all about the money as Sweden pays all the medical care. They have admitted a very large, by percentage of their population, of these refugees so why they chose to start there seems crazy. On the other hand, admitting all those other refugees seems a little crazy too.
How about this: "Hey guys, the citizens want us to deport all these refugee troublemakers. But we don't want to. Let's pick a little old lady and reject her claim. She'll get three appeals and will no doubt die before we have to deport her."
That way the young, healthy military age males can keep on raping and such.
