It's done. They aren't going to reinstate the charges. They were dismissed and that's that.
The defendant isn't made to suffer or face charges again if the DA offers him a great deal that's shitty for the people. The remedy is to crack down on the DA an fire her ass, resign or remove her but Smollett is walking.
Dismissing charges in the interest of justice is something the DA is given wide latitude to determine and the opines that if the people are happy with it the charges will be dismissed.
Foxx might face disciplinary issues if she abused her discretion but Jussie is walking. He needs some serious jail time but he's not going to see a criminal courtroom again unless the charges were dismissed based on some unlawful grounds.
You are correct on the State charges. All of the records are being released, and the Feds will have full access to them. I am much more interested in what the Feds do to Mr. Fake Attack!!

Weeks before charges against “Empire” actor Jussie Smollett were dropped, the Chicago Police Department was reportedly told by Cook County prosecutors to end the criminal investigation into allegations Smollett orchestrated a hate crime hoax, newly released documents show.
The directive was among the more than 400 pages of case reports, arrest files and supplementary files pertaining to the Smollett criminal investigation made public Thursday after a March ruling by Cook County Judge Steven Watkins.
Among the redacted reports, were notes from two detectives who said the Cook County State's Attorney's Office informed them on Feb. 28 -- just one week after Smollett turned himself in -- they could “no longer investigate the crime.”
Chief Criminal Bureau Chief Risa Lanier told investigators “she felt the case would be settled with Smollett paying the City of Chicago $10,000 in restitution” and performing community service, according to the notes.
But a spokesperson for the Chicago Police Department told Fox News on Friday the department was “not aware” of this conversation before the charges against Smollett were dropped during a surprising March 26 hearing.
“Detectives were not aware that the case was going to be handled in the manner that it was," Chicago police spokesman Anthony Guglielmi said. "If you go on to read the report, the detective writes that the case will be closed through arrest and prosecution.”

At the time, Foxx said she recused herself after she had conversations with a relative of Smollett's before he was charged with disorderly conduct for allegedly faking the attack against himself.
First Assistant State’s Attorney Joseph Magats took over the case and prosecutors ended up dropping all charges against Smollett after the “Empire” star. He performed 16 hours of community service and agreed to forfeit his $10,000 bail but did not admit any guilt in the alleged incident.
It was later revealed that two weeks before the charges were dropped, Foxx texted her staff and called Smollett a “washed-up celeb who lied to cops.” She also told them he was being charged too harshly.
Critics have said that if Foxx truly recused herself of the case, it would have been handed over to a state’s attorney from a different county.

I can't help but think if Jussie had just taken the gift that was given him and gone away quietly this whole thing would be gone by now. But no, he had to stand there and throw it in our faces trying to restore his credibility. He had to Proclaim his honesty and throw the shadow of racism and homophobia on our perceptions of the case. He had to strut around and fluff his feathers for us to have to see. Well, now we see the truth emerging.
