I'm not sure about that - I'll check my seat later. I've been using them so long that I don't know anymore. But if it is inclined, there may be a reason. There are studies that show that sitting in the forward leaning Thinker position facilitates bowel movement, helping people that may be constipated.
Not saying it works or is necessary or comfortable. Just thinking. It may be ergonomic rather than mechanical. Or perhaps a bit of both.

There is a dryer function (blows air). I just wipe dry w/ toilet paper.
