"This is the city paying for direct comprehensive care (not just ERs) for people who can't afford it, or can't get comprehensive Medicaid — including 300,000 undocumented New Yorkers," spokesman Eric Phillips tweeted.

de Blasio said the plan will provide primary and specialty care, from pediatrics to OBGYN, geriatric, mental health and other services, to the city's roughly 600,000 uninsured.

The city already has the foundation for such a plan — a public health insurance option that helps get direct care to undocumented residents.

That option will be expanded, the mayor said, and supported with the addition of a new program called NYC Care. Patients who seek health coverage through NYC Care will receive a card that allows them to see a primary care doctor and seek specialty care services, de Blasio said.

Those who can afford to pay will pay for services on a sliding scale, while those who can't will receive free coverage, he noted.

New Yorkers will be able to access the program through the city's website or simply by calling 311. There will be no tax hikes to fund it, the mayor said.

NYC Care is expected to launch in the Bronx this summer and be available in the other four boroughs in 2021, the release said.

"We'll put the money in to make it work; it's going to save us money down the line," de Blasio said on MSNBC. "We're already paying an exorbitant amount to pay for health care the wrong way when what we should be doing is helping them get the primary care."

To your point, I just finished a 5 month stint in Manhattan after staying away for 4 years. The change is stunning. The island is absolutely littered with homeless people. They're everywhere. They do drugs openly and they obviously go to the bathroom where they can - in the streets and subway. I thought it was a cesspool 4 years ago and it's substantially worse now!

They bleed the rest of the state dry, and feel good about it.

I want to get the hell out, but leaving a thriving plumbing business, and starting up somewhere else isn't feasible. I will have to wait till I retire.

Scary thing is, I will, like Dad, work until I'm 80, and not have the energy needed to move.

People will soon have a choice to live in communism right here in the US, CA and NYC(NY) are racing to the bottom.

I wish we could split CA and NY into free and occupied zones as both states have beautiful areas.

I think the rationale (oxymoron?) for this is that by doing it it will divert those who cannot pay into the normal flow of health care (doctors' offices) instead of Emergency Rooms (which is where they are getting it now)--this would save money (if it happens) because ER visits are very expensive to support.

They might be right, IF that diversion actually takes place. I'm not betting that will happen.

If you look at the statistics New York is a big state- the vast majority of people leaving NY are leaving the non city region ( like I did when I made a break for free America from Buffalo - we are 500 miles from NYC but suffer with that albatross around our necks and the tremendous influence the city has on state wide politics) much like there are many conservatives minded rural Californians stuck with political control of the state from the LA San Fran leftists.
As soon as I could I registered my cars in Arizona and divested myself of anything that would make people think I was one of “those” New Yorkers.
Good meme on Facebook shows a picture of the city but I am not from
That New York but this ( insert picture of rural farmland) New York
