I bear no brief for Manchin, but what made this politically feasible was that the burden was supposed to fall entirely on billionaires. If Manchin forced the donkeys to be entirely honest and
admit that sooner or later all investors would be subject to this tax, then this may have effectively killed the idea. There was never an exception for investment funds that anyone really expected to survive, was there?
