I would Uber or Lyft to the Canadian side, no need for a car. We stayed at the Embassy Suites on the Canadian side, walking distance(easy) to everything.

We went over ten years ago and had the same Canada-Good, New York-Bad experience with the exception of The Red Coach Inn for dinner on the NY side. My spidey sense was triggered a lot on the New York side; not at all in Ontario. Funny, had the same experience visiting the Thousand Islands on the way home. New York side was run down and disappointing; Ganonocque, Ontario (across the St. Lawrence River) was clean and busy with lots of food and lodging options.
