Weird...the usual "Defend California" crowd that usually jumps into these threads is noticeably quiet. Everytime we all jump on the "Screw Kommifornia" bandwagon (one I LOVE to initiate at every opportunity", these members jump in here and scold us all telling us how their all-powerful, economic salvation is VITAL to the country. We all NEED California...

Yeah, no.
I don't agree with this small engine mandate.
I very rarely feel "bad" for other people. I stay in my lane, do my thing, and let other people rage about the injustices of life.
I will, however, note that this small engine mandate is gonna screw a lot of hard working landscapers out there. Those guys work hard for not much money, and that sucks.
Hopefully this blunder will convert a few Blues to Reds. There's gotta be more than a few undocumented landscapers out there with Blue voting children who will see the hardship being reaped onto their parents by the government they have elected.

Why can't landscapers cross over to electric equipment? I understand the issues with longevity charges - but many of todays trucks come equipped with on-board electric outlets. (or are those trucks banned in CA as well?)
For the record - all my yard equipment is gasoline.

Typical landscape crew is two maybe three guys. They pull up, drop the gate, and mower guy mows. Trimmer guy trims. Mower guy puts mower back and gets the blower out. Off to the next property. There’s no time to waste charging the equipment and there’s no way it can be charged without a 12kW generator.
Just the other day, I watched a bigger crew pull three mowers out of their enclosed trailer and fill them. That’s about 15 gallons a piece. Think about it this way: How much gasoline would be required to run a generator to produce enough electricity to equal the energy of 15 gallons of gas? Probably close to 20 gallons. Now, how long would it take to run the generator to charge the batteries with that amount of energy? Three or four hours?
The good news is: California is running out of water anyway, so there won’t be any need for landscapers, farmers, or migrant workers.

The only difference will be in the locations at which the emissions are created.
The electricity used to charge a battery-powered tool (or vehicle) is generated at a power plant, then transferred over the grid to the point of use. Converting one form of energy (coal, natural gas, etc) to another form (electrical current) always results in a net loss. Transmission from point of generation to point of use always results in a net loss.
Arguably, the use of battery-powered equipment that is recharged from the electrical grid actually results in greater emissions due to the energy losses incurred.
Then there are the issues involved in battery production, a very dirty and polluting business.
Then there are the issues involved in disposing of depleted batteries, loaded with toxic waste.
I doubt that Mr. Newsome will notice much difference. His limo and escorts will continue to burn fossil fuels. His official aircraft will continue to burn fossil fuels.
The Hollywood elite will still arrive and depart in gas-guzzling SUVs and limos.
The homeowner trying to take care of his property, and Joe Landscaper, well they just need to do what their betters have decided is good for them.
When the last intelligent human leaves California there won't even be a need to turn the lights off.

So PG&E and Edison cut power when it’s windy. Utility crews go out to clear downed trees and limbs using e-chainsaws. Need to recharge? Can’t! No portable generator. The power is off. And then switch from the most expensive gasoline to the most expensive car electricity!
I worked directly for the major utilities and indirectly for oil and gas in the state. The state is so full of itself. I don’t wish physical harm to our governor, but a healthy case of scabies and lice would suffice. I do loathe him.
