The CCW permit supersedes other carry violations. If your caught with a gun and DON'T have CCW permit it would be MUCH harsher punishment than if you have CCW permit. With the CCW permit you can't be charged with more than a misdemeanor. After 3 CCW violations you lose your CCW permit.
Getting caught with a gun on the bus and holding a CCW permit would get you a misdemeanor charge and probably a $150 ticket.

having tens of thousands of people with CCW permits in Chicago is confusing me when
I hear that Chicago has some of the most restrictive gun laws and we use that fact to argue that gun control doesn't help the amount of gun violence in Chicago. Can you help me to understand this?
Chicago USED to have some of the most restrictive gun laws in the nation. And in many ways they probably still do. But the City was forced to allow ccw years ago. All or at least most of the shootings are black on black or brown on brown gang crime. Which is why I said at the time that ccw would really not have much of an effect on the homicide rate. And it hasn't.

CPD SIGI just talked to the Detective on this case last night.
MAN! THE VICTIM GOT LUCKY!!!!!
Long story short;
Bad guy tried to stick up the Victim with his gun as she was standing on the bus stop.
"Give me all your cash"
Victim (Concealed Carry holder) pulled her pistol, shoots offender once. This happens in real close quarters.
Offender grabs her pistol and runs home (about 2 blocks away) and drops on the front porch. Momma opens the door to see the piece of shit that she polluted society with dying on the porch with 2 pistols. Momma, being the good person that she is grabs both guns and hides them in the house before calling 911.
Of course, the good momma denied everything, "he a good boy", "he didn't do nuffin"...
Detectives had to execute a search warrant on the house, and recovered both pistols.
The victim is lucky she didn't get shot!
