They weren't anywhere near the President. The police blocked the roads off with dirt mounds. There were a ton of police looking at these protesters. I saw video of the interaction between a bottle throwing protester and police. He gets hit with a tear gas canister and then a bean bag. He had to be helped away. I don't know why it is funny to watch.

Thankfully we live in a state where we don't have to de-arm at local politicians whims.
That said, I'm sure this was early in the day long before POTUS got to Phoenix (while he was in Yuma). Of course these idiots would not be anywhere near POTUS while armed.
