Were it me, I'd dig a trench behind the wall with fall to the drain hole from both sides, then lay in landscape fabric, fills foot or so deep with gravel, then fold the landscape fabric over the gravel. Think of a "burrito" of gravel that will carry the water to the drain and not plug up with dirt. | |||

1 1/2" will not pass much water when you have rain and will be worthless after clogging. Your have to plan for max rain runoff that occurs every year. Just go with 4" perforated french drain either slitted with sock or holes on bottom. Back fill with gravel. Put silt fabric between dirt and gravel. Use a T fitting and then a round to rectangular. Lowes or HomeDepot for all these pipes and fittings. The dimensions of the rectangular end will then be cut in the railroad tie. Its easy, done it many times in rr ties and masonry block. Use circular saw for depth cuts then drill bit for cross cut between rip cuts. Then get sawzall blade going in the pioneered drilled holes and you'll have your rectangular for the plastic fitting. | |||

If you are going the saw route, just make a bunch of kerfs, close together, then take a chisel and knock out the hole. Very easy. Whatever you do elsewhise to provide a pipe, or hole, do it and fill in around the square cutout. | |||
