I predict that there will be many suggestions and statements about the law made here, and some of them will be spectacularly wrong. - jhe888

I don't understand this either but I see it a lot when any news or public personality is at a range being filmed. Is this an insurance thing? As if that vest would stop an AR round that close anyway, are they afraid of paper shrapnel from the target?

The instructor is wearing a vest too, so maybe it's just a range rule.

What distance? Did he have both eyes open? Any eye open?
As a neurosurgeon, they probably didn't ask him to do head shots.

Hell, he only hit the paper 4 out of 30 rounds!
If you're goin' through hell, keep on going. Don't slow down. If you're scared don't show it. You might get out before the devil even knows you're there.

He must train a lot. His hands are always at the ready...
If he has an AR, I'll bet his selector has an "Operate" option.
Someone should make a meme of that picture. Official photo of Doctor Ben Carson... operating.
Ben Carson just looks ridiculous, kind of like when he was running for the Presidency. At least George Bush could probably make it look believable. If he supports the Second Amendment I will give him a pass.

Many LE instructors wear a ballistic vest as a matter of policy. Some LE agencies require everyone wear a vest on the range. Makes sense for a couple reasons if you think about it.

It's probably their procedure.
An easy way to lose credibility with subordinates is to do something without wearing all the safety equipment you as a supervisor require them to wear.

wearing a vest was policy at my former department
when I pointed out that the 223 ball we used for training would perforate our vests the instructor told me to shush heheheh
