Ice stupas; artificial low-tech icebergs that may mitigate water shortages (video)
Probably more suited towards agricultural and non-potable uses, unless filtration is included downstream from the source... but still an interesting idea.
Apparently this idea has been out for a while, but I'm just learning about it now.
Bringing ice/water to arid desert regions reminds me of Sam Kinison.

It is a neat idea though.
