It's called restorative justice. It's a nationwide effort supported by the usual crowd of antiAmerican liberals. It is the belief that rather than send a young offender off to prison it would be better to try to rehabilitate him because it is after all, not his fault that he likes to go out and do robberies or commit murder. The only problem is that there is no accountability and the young offender who started out committing minor or petty offenses, goes on to bigger and better things like robbery and in this case, murder. In this case the offender has an extensive criminal history for serious crimes dating back to 2011.
