I don’t want the new process to be spelled out as that will provide opportunities for scammers to work around the system. My interest is naturally piqued as I once was involved in formulating rules to drive certain behaviors (make everyone increase sales) while preventing people to game the system (qualify for the incentives without increasing their overall sales).

So I went to update my email, and it said it won't accept "free" email services. The one I'm using is initially free, but I subscribe to a pay version that includes additional features. Is there some way to do this? For the time being I put in an old gmail address, but I'm trying to ween myself off of that.

You can email me and tell me the address you're trying to use, but in order to allow such an address, I have to make temporary changes to the ban list.

I'll just stick with the Google email for now. As much as I'd like it to, it's not going away any time soon. Too many things are tied to it.
