Well, call it the "New Orleans Model" - if you don't notice, it don't matter. It can be an amazingly cheap way to police.

That city has been rapidly descending into shithole status for years. Some of the decisions by elected leadership there defy reason. I have friends who were senior officers there who couldn't stand it any more and bailed. They will get precisely the kind of policing they deserve.
