Definitely a hog oiler from a guy in Iowa that used to fill them on my uncles farm. They offer protection from biting insects. This is only part of it as it should have a tray or basin around the bottom to hold the oil. The hogs would rub against it and the wheels would turn, pick up oil from the basin and deposit it on their skin.
